Real option-based optimization for financial incentive allocation in infrastructure projects under public–private

摘要: Financial incentives that stimulate energy investments under public–private partnerships are considered scarce public resources, which require deliberate allocation to the most economically justified projects to maximize the social benefits. This study aims to solve the financial incentive allocation problem through a real option-based nonlinear integer programming approach. Real option theory is leveraged to determine the optimal timing and the corresponding option value of providing financial incentives. The ambiguity in the evolution of social benefits, the decision-maker’s attitude toward ambiguity, and the uncertainty in social benefits and incentive costs are all considered. Incentives are offered to the project portfolio that generates the maximum total option value. The project portfolio selection is formulated as a stochastic knapsack problem with random option values in the objective function and random incentive costs in the probabilistic budget constraint. The linear probabilistic budget constraint is subsequently transformed into a nonlinear deterministic one. Finally, the integer non-linear programming problem is solved, and the optimality gap is computed to assess the quality of the optimal solution. A case study is presented to illustrate how the limited financial incentives can be optimally allocated under uncertainty and ambiguity, which demonstrates the efficacy of the proposed method.

Social responsibility in infrastructure mega-projects: A case study of ecological compensation for

摘要: Ecological compensation plays an important role in implementing the social responsibility of infrastructure mega-projects. Based on the results of a field study, an in-depth interview, and archive data, this paper introduces the ecological compensation for (the Indo-Pacific humpbacked dolphin) during the construction of the Hong Kong-Zhuhai-Macao Bridge. It studies the concrete measures, decision-making processes, and organizational collaboration of the ecological compensation, using the method of a case study. The present study not only enriches our understanding of the ecological compensation practice during the construction of infrastructure mega-projects, but also extends the literature on the social responsibility of infrastructure mega-projects. This sheds light on the protection of the environment as well as biodiversity in the construction of future infrastructure mega-projects.

Optimal risk allocation in alliance infrastructure projects: A social preference perspective

摘要: The mechanism of risk allocation is designed to protect all stakeholders, and it is vital to project success. Qualitative and quantitative ways of optimizing risk allocation have been well documented in extant literature (e.g., allocation principles, models, and solutions), and the foci of existing research are usually the maximization of rational utility. Few research has focused on partners’ social preferences affecting the output of risk allocation. This study presents a quantitative approach based on modeling alliance member (AM)’s inequity aversion (IA) to analyze risk-sharing arrangements in an alliance project. Fehr and Schmidt’s inequity-aversion model is integrated into modeling partner’s utility. This paper derives results for an alliance leader (AL)’s optimal risk-sharing ratio and AM’s optimal risk-management effort simultaneously. The derivation is based on solving a restrained optimization problem using the conception and methods from Stackelberg game theory. Results show that an AM’s IA significantly affects risk allocation between AL and AM. Specifically, envious preference is positively related to AL’s optimal risk-sharing ratio, whereas guilty preference negatively affects AL’s optimal risk-sharing ratio. These findings will be of interest to academics and practitioners involved in designing alliance negotiations.

Large Scale Infrastructure Projects: The Art of Project or Change Management?

摘要: Although it is generally understood that change is a fundamental component of managing projects in the construction industry in general and an inevitable challenge for large scale infrastructure project in particular, there has been little to no attention in the literature to understand change in this context from a more holistic perspective. For this purpose, this work looks at change through the eyes of a framework of six batteries of change that seem essential to charge an organization’s capabilities for change. The framework brings together the expertise of four specialists that all have developed their insights over many years of study and practice, and has been validated through an extensive review of the management literature on organization development and change. Reflections on the application of this model in the construction industry and in large scale infrastructure projects demonstrate that energizing organizations to successfully deal with change goes beyond the traditional techniques of managing change from a program or project management perspective. Assessing the six batteries of change in this context can help organizations to develop capabilities for change that build change energy by balancing formal/rational methods with informal/emotional interventions at both a local (department/subproject) and global (business) level.

Coupling and evolution mechanism of infrastructure mega-projects complex ecosystem: Case study on Hong

摘要: Infrastructure mega-projects (IMP), which involve complex interactions and feedback, have more significant impact on economic, social, and other systems. This paper proposes a concept—the IMP complex ecosystem—to analyze IMP from a broad perspective of organic links across engineering, social, economic, and resource environments. Moreover, this paper proposes the theoretical concept, framework, and functions for the IMP complex ecosystem based on complex ecosystem theory. First, the coupling process between IMP complex ecosystem subsystems is analyzed through material flows, energy flows, information flows, and value streams. Second, a logistic model of the IMP complex ecosystem is proposed by analyzing the evolution conditions and motivations. Third, the evolution pattern of the IMP complex ecosystem is determined. Fourth, the positive evolution strategy of the IMP complex ecosystem based on dissipative structure theory and the influencing factors of the evolutionary process is introduced. Finally, the Hong Kong-Zhuhai-Macao Bridge and are used as the case study. This paper also analyzes the coupling structure on the complex ecosystem of the Hong Kong-Zhuhai-Macao Bridge and investigates the coupling and evolution mechanism application of the IMP complex ecosystem on protection for the Hong Kong-Zhuhai-Macao Bridge project.

Supplier development and its incentives in infrastructure mega-projects: A case study on Hong Kong-Zhuhai-Macao

摘要: In this paper the Hong Kong-Zhuhai-Macao Bridge project is taken as a case to analyze supplier development in infrastructure mega-projects. Compared with manufacturing industry, the characteristics of supplier development in infrastructure mega-projects is analyzed in term of development motives, supplier selection, quality management, production mode, owner participation and risks. The critical factors influencing the construction supplier development are identified, which include incentives, collaboration, future market, trust and bilateral communication. Furthermore, focusing on the incentives for the supplier’s product quality and production capacity improvement, decision-making framework models are proposed to design the incentive mechanisms.

A fuzzy model for assessing the risk exposure of procuring infrastructure mega-projects through public-private

摘要: Considering the rapid urbanization growth rate particularly in developing countries, the number of infrastructure mega-projects over the past years has risen tremendously. Essentially, because infrastructure mega-projects require huge investment funds, better management skills, well qualified and experienced international expertise and technology innovation, they are mostly preferred to be procured using the PPP method compare to the use of the traditional bid-build system. In this regard, this paper aims to develop a fuzzy evaluation model for assessing the suitability of procuring infrastructure mega-projects through PPP by considering their risk exposure. The main body of Hong Kong-Zhuhai-Macao Bridge (HZMB) is used as a case project to demonstrate the practicality of the risk evaluation model. The risk evaluation model consists of four critical risk groupings, these include, construction and land risks, commercial risks, operational risks and political risks. Using the risk evaluation equation, a risk index of 4.53 out of 5.00 is computed for the selected project if it is procured through the PPP scheme. This outcome shows that the case project is not suitable for the PPP approach because its risk exposure is very high. The model developed will enable PPP practitioners to predict the likely risk exposure of procuring infrastructure mega-projects through the PPP scheme.

Grasping institutional complexity in infrastructure mega-projects through the multi-level governance

摘要: This study analyzes the design and operation of multi-level governance system for the smooth delivery of infrastructure mega-projects with high institutional complexity caused by market transition. From an institutional perspective, this study scrutinizes the structure, elements, and dynamics of the governance system of infrastructure mega-projects and then proposes an integrative framework based on the inductive case study of the Hong Kong-Zhuhai-Macao Bridge mega-project. Multiple evidences of archives, field studies, and interviews related to the case project are triangulated to further analyze the institutional effects, specifically those with government logics and market structures, on the design and operation of the three-level governance system. Results reveal that the co-evolution between governments and markets in China has shaped the vertical levels of the mega-project governance system and has further affected their evolution and operation across various stages of project development. This study contributes to the rapidly emerging research on complex system governance by proposing a systematic model of three-level mega-project governance to enhance the timely delivery of infrastructure mega-projects within budget.

Avoiding the innovation island in infrastructure mega-project

摘要: Infrastructure mega-project (IMP) innovation is a complex process characterized by highly diverse innovators, a dynamic life-cycle, and stickiness of innovation knowledge. The IMP’s innovation network can be easily broken due to the fact that the network involves many different innovators across different industries and different projects. Further reasons for the fragility of the IMP’s innovation network are the dynamics of the IMP life-cycle, the diversity of the IMP’s innovative entities, the uniqueness of each IMP, and the temporary nature of each IMP’s organizations. The formed by the breaking of an IMP’s innovation network can stifle and harm innovation performance. Drawing from the knowledge-based view as well as innovation network theory, our research identifies the heterogeneous characte- ristics of IMP innovation. We propose a framework to analyze the formation mechanism of the IMP innovation island from three dimensions—the , the , and the . We look at the Hong Kong-Zhuhai-Macao Bridge project to elaborate the innovation island concept that negatively impacts IMP innovation. We also offer theoretical implications regarding the broader question of how IMPs can manage their innovation in practice.

Based on systems engineering of Shenhua’s coal-based integrated energy projects, the paper also presents practice and experience in technological and management innovation.

How does the improved DB mode degrade the complex integrity of infrastructure mega-projects?

摘要: Complex integrity is one of the main characteristics of infrastructure mega-projects (IMPs). Cost, technology, risk, duration, environmental impact, and other uncertain complexities are interrelated and constitute a challenging and complex management problem. At present, there is no unified understanding of or solutions to these complex integrity problems. This study analyzes the complex integrity of the island-tunnel subproject of the Hong Kong-Zhuhai-Macao Bridge (HZMB) project and proposes an improved design-build (DB) mode in which the owner provides a preliminary design and has the right to form and manage consortium. This improved DB mode creatively degrades the special complexities that arise from multiple dimensions. On this basis, it is an efficacious way to grasp the main contradictions, integrate the effective resources, and degrade the complex integrity in multiple dimensions and at multiple levels so as to effectively deal with the complexity management of IMPs.

Major bridge projects——a multi-disciplinary approach

摘要: Modern bridge building is much more than concrete, steel and money. The overall socioeconomic impact, influence on people migration, traffic, use of primary materials, safety of construction impact on the environment, energy, risk scenarios, health, and most relevant now: climate and CO emissions, are among the parameters which enter into the decision process at the overall holistic conceptual level, the more detailed level of selection of bridge sites, and selection of bridge types as well as construction methods and selection of materials and products. The paper illustrates these dilemmas and illustrates by specific examples how this complicated decision process can be managed and structured in order to arrive at an overall satisfactory solution for design, construction and maintenance throughout the lifetime (life cycle) to these sometimes contradictory parameters and requirements.

On water security, sustainability, and the water-food-energy-climate nexus

摘要: The role of water security in sustainable development and in the nexus of water, food, energy and climate interactions is examined from the starting point of the definition of water security offered by Grey and Sadoff. Much about the notion of security has to do with the presumption of scarcity in the resources required to meet human needs. The treatment of scarcity in mainstream economics is in turn examined, therefore, in relation to how each of us as individuals reconciles means with ends, a procedure at the core of the idea of sustainable development. According to the Grey-Sadoff definition, attaining water security amounts to achieving basic, single-sector water development as a precursor of more general, self-sustaining, multi-sectoral development. This is consistent with the way in which water is treated as “first among equals”, i.e. privileged, in thinking about what is key in achieving security around the nexus of water, food, energy and climate. Cities, of course, are locations where demands for these multiple resource-energy flows are increasingly being generated. The paper discusses two important facets of security, i.e., diversity of access to resources and services (such as sanitation) and resilience in the behavior of coupled human-built-natural systems. Eight quasi-operational principles, by which to gauge nexus security with respect to city buildings and infrastructure, are developed.

Nexus security: governance, innovation and the resilient city

摘要: Nexus security is a compound mix of ideas: reconciling human needs and wants with access to multiple resources; diversity of access to those resources and services; resilience in the face of weather- and climate-related variability; resilience likewise in the face of infrastructure failure; and the personal, individual sense of belonging. At the level of Systems Thinking there is a very close relationship between resilience in the behavior of natural (ecological) systems and resilience in the social dynamics of governance within communities, where such resilience establishes the viability of these communities over centuries, which in turn entails successful stewardship of the man-environment relationship. We use insights from this cross-system mapping — across natural, built, and human systems — to assess, first, the role of city governance in achieving nexus security (or not) and, second, the role of technological innovations in serving the same purpose. More specifically, eight principles, covering resilience and diversity of access to resources and services, are used to gauge security-enhancing features of city buildings and infrastructure. Case studies include new designs of resilient office blocks, nutrient (nitrogen and phosphorus) recovery systems for sanitation and wastewater treatment, and the reconstruction of urban parks for the provision of ecosystem services. Throughout the paper, matters of risk in the face of meteorological variability are prominent. We do not conclude, however, that the presence of risk implies nexus security.
